First, on your iPhone, you go to Setting ==> iCloud. And you will see Contacts. Make sure it is set to ON. 

Second, you go to the site iCloud.com. I recommend you to access it through PC. Then you login to your iCloud. Next, click Contacts.

Third, you click the gear icon in the left bottom. Then you click Select All (to select all contacts) and you Click Export vCard. Then the contacts will be downloaded as a vCard file. 

Forth, you go to http://contacts.google.com/u/0/preview/all. Before that, make sure you already log in to your google account. Then click Import.

Fifth, a confirmation windows will appear. Just click Go to old Contacts

Now click More option and click Import. Then you upload the vCard file that you just download from iCloud.com.

Sixth, to make the contacts appears in your Phone, you need to sync your google account to your Android. Go to Settings=>Accounts==>Google==>tap your email==>Sync Contatcts. Make sure the Sync Contacts is set ON. Done...
